  1. Start the game. You will find yourself in Hyrule Field as an adult, the game already loaded.
  2. Run to Kokiri Forest.
  3. Next to Mido's house you'll find the bird.

Explanation/Speculation: The bird is stationary no matter what, so it stands to reason that it was never finished.   It probably was meant to add a bit of atmosphere to the game, like the Cuccos and Guays.  Perhaps they were the non-violent version of the Guays to be used during the daytime or something.  Hard to say, really, though we do see the birds again in Majora's Mask, fully functional but never actually used in the levels.
